My iPAD3 is getting slow wifi download, even sp...

Seeing painfully slow screen loading of apps AND Safari sites ......  Any suggestions?

I have an iPAD 3rd Gen

Ookla Speed test show 28Mb Down and 21 Up on the iPAD  and on other Wifi enabled devices in home

IOS is at 9.3.5.... no updates available

Turned off Background refresh

Have turned unit Off and On

Preferring to no have to rebuild ....

Max Capacity is 12.5 Gb ..... 3.2 Available

Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

 

Also, make sure you do not have scads and scads AND scads of apps running in the background App Switcher.
