Ringtones sync

So until iOS 11 I only ever had ringtones on my phone but not my iPad. But the ability to download all ringtone purchases now has changed that. So I downloaded the tones to my iPad and set about assigning the same tone for some of my iCloud contacts. Trouble is for those contacts that then causes their iPhone contact ringtone to change to opening default. If I then go to the same contact on my iPhone and assign the tone back to them, it changes the iPad contact ringtone back to opening default. And vice versa. Basically I cannot get the ipad and iPhone to have the same ringtone for the same contact. One will always be opening default. Is this intentional design or a bug? anyone notice this issue? I think there are a few ringtone related issues with ios 11 that may need to be worked out perhaps
