"You can download past purchases on this computer with just one Apple ID every 90 days. This computer can be used with a different Apple ID in 28 days."

I receive this message when I attempt to download purchases to my computer that I purchased on my phone.  Same iTunes account for both.  The more I use iTunes the less and less I find it useful or provide any benefit.  Isn't the purpose of having an iTunes account and authorizing devices to an iTunes account to be able to share among those devices?  I cannot even listen to the songs I purchased last week.  They show up as recently added but cannot play them on my home computer (again under the same iTunes account that purchased them).  So now I have several albums I purchased but can only listen to them on my phone for the next 90 days?  Do I understand this correctly?  Or is iTunes just a bunch of BS as it consistently proves to be?
