I lost a large majority of my photos

I lost a large majority of my photos due to icloud uploading them but was unable to due to lack of storage. I turned off "auto upload to icloud" so i can watch my videos and such cause it didnt allow me to do so cause flies were being uploaded to icloud without my knowledge or my request, now that ive turned it off, it wiped out almost my entire photo library and even photos from years ago. i am very angry and i want my flies back. i find it beyond stupid that when i save a photo or video, it doesnt save into my phone rather it prioritize to upload photos first which is just stupid. i do not care for icloud, i expected my photos and videos to be saved on my phone first then uploaded, its common sense to have it this way so the user doesnt risk losing any data but now i have to deal with this stupidity. is there anyway to get my files back.
