i'm unable to make in app purchases in PAKISTAN

whenever i try to make in app purchase, i get a notification saying, " your payment method has been declined". however i'm able to successfully register my debit card in iTunes app store. i have tried HBL bank, STANDARD CHARTERED bank debit cards. kindly help me in this reagard anyone .
