作為全球知名實業家和慈善家,比爾及梅琳達·蓋茨基金會聯席主席比爾·蓋茨每天的日程非常緊張。他最近的一個旅行目的地是中國。就在比爾·蓋茨啟程訪華前幾天,記者在位於美國華盛頓州西雅圖的蓋茨基金會總部對他進行了專訪。

問:聽說您即將訪問中國。記得您第一次訪華是在1994年,您對中國的印象如何?

Z:Thank you very much for your time. I hear that you will visit China soon. The first timeyou visited China was in 1994, still remember your first impression of China?

答:每次我去中國,都能感受到中國的飛速發展,無論是拔地而起的建築還是我所見到的人或科技創新。時常去中國走走,見證中國的迅勐發展是件令人激動的事。

BG: Every time I go, you know China’s advancing, whether it’s the buildings, or the peoplewe are meeting with, or the technology. So it’s been exciting to keep going back and seehow quickly it’s improving.

問:過去這些年裏,您曾多次訪華,您認為中國發生的最大變化是什麼?

Z: You’ve made so many trips to China over the years. What do you think is the mostsignificant change that has taken place in China? And how has the Chinese people changedin your eyes?

答:我想說兩點。一是中國創造了發展奇跡,億萬人民擺脫了貧困,基礎設施狀況得到全麵改善,建成世界頂級大學等,速度之快令人驚奇。幾乎每年都有人在說“中國的發展要觸頂了”,然後過了幾年,他們又喊“現在已經觸頂了”……當然,中國今天所麵臨的挑戰還有很多,但中國仍在發展,仍在提升人民生活水平,這是很引人注目的。二是中國在世界舞台上的角色日益重要。雖然解決本國貧困等仍在首要問題之列,但中國在推動全球發展中的作用不斷凸顯——加入世界貿易組織;對非洲發展作出巨大承諾,包括在經濟及夥伴關係上予以支持;在區域發展層麵,通過“一帶一路”等促進了國家間合作及經濟互利共贏。所有這些都是振奮人心的變化。

BG: I’d say two things. One is the miracle of Chinese economic development since 1990, lifting people out of poverty, building up the infrastructure, developing world-classuniversities.

I remember almost every year somebody says, well now the China boom it’s reached itslimits. And then 3 years later, they’ll say it’s reached its limits…Of course, even todaythere’s some strains and challenges, but still the growth is lifting people up. And it’s quiteimpressive.

The second thing I’d say is that China is embracing its role in the world more. Of course itsfirst priority was the poverty in the country, but in parallel to that now China has joinedthe World Trade Organization, and China’s made really big commitments to Africa, bothfinancially and about partnership. And in the region, the Belt & Road project is about tyingtogether the economies for mutual benefit. So all of that has been exciting to see.

問:蓋茨基金會在中國的戰略重點是什麼?您如何看待中國在全球發展和治理中的角色?

Z: Does the Gates Foundation have any plans to help China complete the last mile of theconquest? How do you see China’s role in global development and governance?

答:蓋茨基金會在中國的工作分為兩個層麵。一是致力於幫助中國應對國內的挑戰,比如艾滋病和結核病防治以及煙草控製等。二是通過在中國、其他發展中國家與基金會三者之間建立的夥伴關係,尋找攜手合作的途徑。同時,發揮中國的強項,如畜禽疫苗、水稻種植等,幫助其他發展中國家。這方麵例子有很多,比如在埃塞俄比亞,我們正與中非發展基金合作,資助當地的動物疫苗項目。

BG: The work of the Gates Foundation in China has two phases. One is the work in Chinaitself, helping people with HIV, helping avoid people getting infected, working ontuberculosis and smoking (control).

Our second phase is a three-way partnership, where developing countries, China and thefoundation find ways to work together. And taking some (of China’s) strengths likelivestock vaccines; rice, including super green rice, where China’s very strong. So,(there’re) many examples. Ethiopia is a good example, where funding animal vaccineprojects are what we are working on together. A group called CADFund is the localChinese partner.

承諾幫助世界其他國家尤其重要。如果美國大幅削減對外援助,我將會特別失望。令人欣慰的是,中國基於自身發展的成功,正以比較獨特的方式參與到全球發展之中。我很高興看到中國在此領域發揮領導作用。

So the commitment to help other parts of the world is very important; that’s somethingthat historically the U.S. has been very good at, but today we find some discussion in thecurrent administration about should that generosity continue, and what kind of level thatgenerosity should be. And where should that aid piece go in the budget? We need Europeto continue that generosity, I’d be disappointed if the US cuts back. But it’s fantastic thatChina, because of its success, is joining in and in its unique way. So I am glad to see theleadership.

例如,中國在2015年中非合作論壇約翰內斯堡峰會上,承諾為非洲提供600億美元資金支持——這是中國在推動全球發展方麵提升領導力的現實體現。在很多領域,中國都積累了大量可以分享的成功經驗,比如農業和製造業領域的發展等。中國可以幫助世界加速前進的步伐。

(The scale of some of the infrastructure projects) I think it’s a $60 billioncommitment that was made in FOCAC to help the African countries. That’s a realisticacceleration under his (Xi’s) leadership.

問:作為一個成功的企業家和慈善家,您為中美兩國之間的交流與合作作出了不少貢獻。您如何看待商業合作在中美關係中扮演的角色

Z: My understanding is you showed confidence in China’s poverty alleviation

答:我覺得商業合作是重中之重。我們不能單純依靠政府間對話,我們需要商界與商界之間、人民與人民之間的溝通,還包括學生交換等。我們需要保持美中之間交流的深度和廣度。

BG: In my annual letter I mentioned, we asked people to guess how much poverty hasbeen reduced in the world. And almost no one we interviewed knew that. But maybe inChina, because people have been through it, it would be more plausible. But the visibilityof the good things that are going on in Africa or other poor countries are very low in theUS, because most people don’t get to go there. And they are hearing just about the badthings. Of course there are many challenges, in terms of disease, famine… Africa still hasproblems. But they don’t realize that the world is making improvement, in things likeliteracy and nutrition.

The Chinese partnership will go and help to accelerate that improvement. And there aremany lessons and things that China did very, very well, in the agricultural economy andmanufacturing economy.

Z: Being a successful entrepreneur and philanthropist, you have made substantialcontribution to communication and collaboration between the two countries. Based onyour own experiences, how do you see the role that business collaboration plays in Sino-U.S. relations?

BG: I do think that the business context is quite critical. We cannot rely just ongovernment to government, we need business to business, and we need people to peopletype things as well, such as student exchange. We need to keep the level of interaction upat every level, because the opportunity, from my understanding, is much lower if therelationship is based on just the top guy alone.

問:對於很多人而言,您的人生經曆頗具傳奇色彩。您個人認為自己的工作和生活中最大的成就是什麼?

Z: Your life story is legendary to many people. Here are some questions from our youngreaders: What do you personally find as your greatest achievement in life and in work?

答:我覺得自己超級幸運。我身處的領域是持續變化的數字革命的一部分,可以親身體驗軟件、互聯網、計算機以及手機的魔力。我個人特別喜歡讀書和學習。而我們身邊總是有很多新鮮事物(值得研究),比如當前特別熱門的人工智能。幾乎所有的頂級公司和大學都在這個領域取得了飛速進展。

BG: I am super lucky. I’ve been in the area where things have been changing and been partof the digital revolution, the magic of software, the internet, the computer, and now thecellphone… so it’s been a great privilege. For me, I like to read and learn. There are alwaysso many new things, like artificial intelligence, is now a big thing. We are making rapidadvances. All the top companies and universities, rapid advances there.

It’s not a major thing, but I have some hobbies, like tennis and bridge. Actually I won myfirst bridge tournament last week, so that’s a small piece of excitement for me. I’ve beenstudying bridge for a while. It’s just a hobby. My team and I have really good result in thenational tournament last week.
