iTunes keeps freezing on start up after upgrade...

Hi, got my new update announcement when using iTunes so downloaded and installed the latest version.  Upon restarting the program; the sign in to iTunes dialogue box comes up on the screen and immediately starts flashing rapdily.  Unable to enter any info, or X out the dialogue box with only recourse to start the Task Manager in Windows 7 and kill the program.  Sometimes the dialogue box starts properly, but then as soon as I enter in my password and hit enter, it goes into the same flashing/spasm requiring the same steps to stop the program. 

I even tried uninstalling it and then going to the iTunes website and downloading again....it appears that the download link on the website is for an older version than what the update notification supplies.  When I download the program now and install it, I get an error message.  itunes.library.itl was created by a newer version of iTunes and is incompatabile; the program then shuts down.

Any ideas as to what's going on???
