What is documents and data on iCloud manage storage, and is it important or can I delete all?

It’s the documents you created and app data created by your apps.

No, you don’t delete it.

That usually contains information an app is using like the level you are on in a game, etc.  I guess you can delete it, but then you will lose that information the next time you start the app.  (It will be the same as though you just downloaded it from scratch.)
