Cannot view photos on icloud

I never used to use iCloud. It's confusing - things I can view on my phone but aren't on my phone but stored somewhere else that I have no control over - I didn't like the idea.

I used to take photos on my phone. Then I'd connect my phone to my windows PC, drag photos from my iPhone folder to another folder on my PC, and there they were - done! I can delete the photos off my phone to make more storage space, and they are on my PC. Simple, easy, good!

What's this? A little notification on my phone - "Why don't you use iCloud for extra storage?". No thanks, don't want to, I'm happy with what I do. What's this, the next day? The same notification? No thanks. But every day, this stupid little notification comes up, use iCloud storage! Fine! Fine! I will, so I transfer my photos to iCloud.

Now look what's happened! I want to put holiday photos on my PC. They aren't on my phone when I connect the cable to my PC. I login to iCloud on a browser, oh look! the photos aren't there either!!

Hmm, I'll download iCloud for Windows - "you cannot login, you need to set up iCloud on an IOS device first". I have!!!! On my phone!!!!! Where I used to have my photos!!!! I can see them on my phone, but they seemed to have been lost somewhere on your cloud!!!!! PATHETIC!!!!!!!!

HOW DO I GET PHOTOS FROM MY ICLOUD TO MY PC!!!!
