syncserver.exe causing iTunes to not load properly

Hi,

 

Since iTunes' last update to v12.7.0.166, it has had a problem loading again after it has been closed. Long story short, I've discovered that the file "syncserver.exe" is interfering somehow, or for some reason is keeping iTunes from loading properly again. If I manually stop the syncserver.exe process then iTunes will load normally. iTunes will always load, but what happens after closing it and trying to reload it is there will be no GUI. iTunes' processes load and show in task manager. There just isn't any user interface. As long as I stop the syncserver.exe process then iTunes will load. I've disabled the syncserver.exe file for now to stop it from loading altogether, which solves my problem. So far, I haven't experienced any other issues. I don't have any Apple devices that need to sync with one another which is likely why I don't notice anything else. Reinstalling or anything else I've tried doesn't address the issue. Can anyone shed any light on this?
