Nehalem vs Westmere Fan Noise

I've had 3 Mac Pro 2009 2.26 8 core. All have fan noise at BoostA and BoostB as per IStat, reving at over 5000 rpm's. I've had 2 Westmere 2.4 12 core. No fan noise. I am wondering if it's a difference in the CPU's. The Nehalem CPU's have no heat caps or spreaders and the Westmere do have the caps.

Does anyone out there have an opinion on this? Thanks
