Apple Watch 3 Cellular T

Anyone figure out why some of us are receiving a code 412 when going through the cellular setup on Apple Watch 3 and T-Mobile?  I have powered off watch and iPhone 6, reset watch configuration, tried with wi-fi off, and still no luck. The watch works fine with bluetooth. I have called T-Mobile tech support and they are not sure how to resolve issue. Apple tech support said it was a T-Mobile server connection error. I thought it may have something to do with my T-Mobile over 55 two lines for $60 plan. One of the tech support people wanted to convert it to Digits. But another support person said the Setup should automatically do that.  Any help would be appreciated. Thanks.
