why is my icloud library removed when not using...

when I had an Apple Music subscription I used iCloud library. I did not pay it for two months. Now, after payment, I found out that the library is empty. The Russian support was told that it is deleted if you do not pay subscription for more than 30 days. How true is this, and how can something be remedied?
