How do I add contacts  in the Settings section on an Ipad Air 2, IOS  11 version?

Not quite sure what you’re asking exactly, are you trying to find the settings for contacts, or are you trying to add a contact?  If you’re trying to find Settings, you should be able to go into your settings and find the contacts setting in there.  If you’re trying to add a contact, then you don’t do that through settings, you do that through the Contacts app which will be on your iPad.

Your second assumption is correct: unfortunately I do not have a contacts app on my Iphone anymore. (I read somewhere in a past update that Contacts were being moved under the Settings icon). There is no method to add a name, number there..

So do I need to download a separate Contacts app?

Will  my existing contacts transfer to it?

The contacts App still exists.  It hasn’t gone anywhere and is both on my iPad and my iPhone.  You cannot add any contacts from the settings.  If your contacts app has been removed, you can go to the App Store and download it back.  If you download it back, you’re contacts should still be on your phone and you’ll be able to see them when the app gets installed again.
