As far as I can tell, the last time this precise question was discussed was in 2006, and the issue was unresolved.

Hardware/Software:

2016 MacBook Pro 2.4 GHz i7

1TB Storage

16GB RAM

OS 10.12

Preview 9.0

I have 19 images open in Preview, of which 4 opened in the same window. The preferences are set to open each file in a separate window. This behavior seems to be random. This has happened with fewer open files. On my other MacBook Pro, a 2010 model, running 10.8 and Preview 6.1, I have opened 28 or more images in separate windows. It has a limit (before it starts to open files in the same window), too, but I can't recall what it is, or if it's consistent.

Anyone else notice this? Has anyone seen anything in Apple's description of the application that would indicate a limit?
