Why cannot I not download apps?

I've just received a new iPhone from my mobile provider, I've signed into my iCloud and all my previous apps are showing how ever iTunes won't let me redownload them, along with my music also!

I've tried using my partners account as well but it's still not working as even if I sign into itunes and App Store on another account, it still asks me to sign in using mine!

Help please :(
