Organizing photo albums using latest iTunes

Syncing new iPhone 8 to iMac using iTunes. Can I manage my individual photo albums, that are in a master album, that are located outside iPhoto library? I want them to be on my iPhone. I don't want any of my iPhoto photos to be transferred. I successfully did this with iPhone 6 and iTunes 12.7.0.166
