Unable to activate iphone

My iphone got disabled because i forgot my passcode. I restore it using itunes but when im gonna activate my iphone it show 'your iphone cannot be activate because the activation server cannot be reached',i keep on pressing retry button but it doesnt work. And i also connect with itunes and it shows error 0xE8000013. I went to apple service center but they weren't able to find the problem. Please help.
