mail not allowing me to create a new mailbox on...

I am on Sierra and I have quite a few mailboxes - and mailboxes  within them  on my Mac.  I have gone to create a new mailbox with another one and I am being taken to the On My Mac folder.  When I look down the structure...the mailbox that I want to create the n "sub mail box" isn't listed.  It shows in my Library folder but it is as if it isn't been seen my mail (even thought there are mail messages in it.  If I try to create a new sample mailbox with another name; it also doesn't show up and allow me to create a mailbox within it.  Does anyone know what is happening please?
