Sharing Cloud storage not available to family

****. Have purchased 200GB and shared it with family.

Have added family member (TN), using iOS10.2 + and she is only seeing her 5GB storage limit.

Cant find why TN is not seeing the full 168 GB available?  She is using the apple id that I invited.

She may need IOS 11.

To expand on what Eric Root said, iCloud storage is NOT currently sharable with Family Sharing.  Each family member is responsible for their own iCloud Storage according to their individual Apple ID.  It is (perhaps more than) rumored that this feature may be available in an upcoming upgrade.
