Macbook Function Keys not switching to special ...

Hi all,

My macbook pro 13" was recently wiped and repaired by the Apple store. After rebooting the computer my function keys now permanently serve as function keys regardless if the "Use F1, F2, etc. keys as standard function keys" is selected or not. I have searched in multiple forums and everybody suggests making sure this option is deselected. I currently have the option deselected however the functions keys still act as function keys...

Any suggestions would be helpful,
