Podcast download on itunes and iCloud

Hi, I asked this question in the Podcast and IOS apps discussion group and I got a response but it hasn't solved the issue I have with the podcast I am trying to download.

I have a theory but before I try it can I see if it makes sense to try and fix this issue ?

Using iphone 5s and a Windows 7 PC

Latest version  10.3.3 and latest itunes update was done before this on my pc.

I subscribe to 2 BBC podcasts (in uk),  one podcast downloads without any
problem over the icloud, the other just downloads then the cloud icon reappears
and it won't appear in my Saved or unplayed options. When I click it says
'download episode' again on the options but it also shows 'save episode'.

I asked my daughter to download the episode and she too is getting the cloud icon
after its has downloaded.

We are both on the same icloud family so is that the reason she too isn't getting
the episode?

A colleague at work has downloaded all 3 episodes without any problem. (its been
for the last 3 episodes that I have had this trouble).

The Windows 7 PC downloads the podcasts no problem but I can't get them on the
phone despite them being marked as ticked in itunes.

Initially I manged to get the download for the 1st of the 3 episodes when I plugged the
iphone into iTunes and sync'd the episode, but yesterday when I was trying to
sync episode 3 it would not appear on my saved page depsite it being ticked in
iTunes. The 2nd episode successfully downloaded from the icloud but has
disappeared from my saved list on my iPhone5s.

I've checked my storage, thats fine and i've checked all the iphone 5s settings and
everything that should be on is one but I can't get the downloads for the last
3 episodes and they won't attach to the phone via iTunes either.

The theory is that I usually download the podcast onto my Windows 8.1 PC but I don't sync any devices on that as its a newer machine.

The podcast downloads fine onto this machine.

However on this Windows 8.1 PC and the Windows 7 PC that I sync my phone too, I get prompted to put in my itunes password continuously despite not logging out of itunes.

I also got prompted to put in my icloud user details on the Windows 8.1pc and i can't remember if I did this.

Could it be that not all my devices/pc's are logged into icloud and therefore icloud doesn't download the latest podcast from icloud ?

I've also noticed my photos on my pc are not syncing to the iphone via the icloud ?

All the settings are correcting and all PC's are authorised to use the itunes.

I can't understand it because I use another BBC podcast and that downloads without any issue on all the PC's and the iphone ?

The Device list on my icloud account that I can is my iphone, my Windows 7PC and it also says Home-PC but I can't tell if thats my Windows 8.1 PC or an old Windows XP Laptop which I've not used for years.

Any help is appreciated or should I take the device and laptop to an Apple Store ?
