Cellular iW3   Airpods: Twitter, Siri

My iP7 is iOS 11 and my cellular iW3 is iOS 4.

When I use AirPods - whether in or out of range of the iP7 - the two taps only starts or stops music. If I want to issue Siri commands like "Call work" or "decrease volume" I must use "Hey Siri" with my iW3 itself (rather than using AirPods microphone).

Is this working as intended or might this be a bug?

I cannot get Twitter to work whether in range of the iP7 or out of BT range. Is there a known solution?
