why i can not make a any purchases

apple. please help me. why i cannot make any purchases on my iphone 6s. when i want make a purchase it reject and show this “Your Purchase Could Not Be Completed. For assistance, contact iTunes Support at www.apple.com/support/itunes/ww/.” i already try too many time. and its always show the same messege. please help me. i want make a purchases for my online gaming

i cant click on that link.. i need to search on browser.. when i search i dont know what to do.. i cant find which one i need to refer.. my friend told me to call apple..
