Icloud lock proof of purchase

Hi, I have bought an older Ipad and have checked that it is not lost or stolen before purchase but it has an Icloud lock on it. I cannot get in touch with the original owner as I do not have their details. I can provide the serial number and genuine proof of my purchase, how do I contact Apple to remove the activation lock ?
