If you haven't already done so you need to do as the message says to do and contact iTunes Support (these are user-to-user forums, not iTunes Support) :

- go to https://www.apple.com/support/itunes/ww

- click on your country's flag (the country where you are, and which is therefore the country on your account)

- click on Contact Support towards the top right

- click on Get Help under 'Talk To Us'

Click here and ask the iTunes Store staff for assistance.

Assuming you wish to fix the issue, you need to do exactly as the message states: Contact iTunes Support at

www.apple.com/support/itunes/ww/

 

No one here can do this for you. You, and only you can do this. No one else.
