What does Command + Option + Up Arrow Do?

I'm using an app that requires that shortcut, but something on my system is blocking that shortcut. When I try it, I get the gauge meter shown below (my apologies for grotty screen!! ).

What is that key combination do it and how can I turn it off?

That shortcut is not defined by Apple. Looks to me like it is some microphone level display, probably created by a third-party application. Do you have any system monitors or audio enhancements installed?

I'm able to add cmd-opt-up arrow, so it is not reserved by the OS.

Thanks, that makes sense. I do not have any system monitors installed or audio enhancement. I have the Logitech software installed. Oh boy, this is going to be fun to troubleshoot.
