Question about auto

Hi, I am planning to upgrade to IOS 11, and I'd like to understand its features. Starting with the strange half working wifi toggle in control center.

What does "You walk or drive to a new location" mean about the re-enabling of the auto-join wifi feature? How does the device determine the "new location"?
