iPad Loses Siri (10.3.3)

Siri on my iPad Air works fine after it's booted, but if I put the iPad to sleep for an hour+ Siri will not respond.

The Internet connection remains the same speed so I am reluctant to blame the provider.

Siri works fine, on my iPhone 6S, always, at the same location.

Both have 10.3.3.

How do I troubleshoot?
