I cant read new icloud terms & conditions i...

I've just upgraded to ios11 through itunes and am unable to read & accept the new icloud terms & conditions as the option in settings is grayed out. I've done a reset and it makes no difference. This is only happening on my 5s and not on any other device.

Any ideas?
