new updat wont let me ad debit card says its de...

The new update from10.3 to 11 won’t let me add my debit card and keeps saying it’s declined? And I can check my account so I know there is money on it .. it’s very frustrating! Then it says u have a store credit wich is .40 cents n I can’t do anything until I use it but what do u have on the App Store that’s .40 cents
