Photo Library not uploading to iCloud

I finally upgraded my storage to be able to keep my photos in the cloud.

I have activated the iCloud Photo Library but nothing gets uploaded. I have tried:

sign out/in iCloud

restart the device

turn the backup feature off/on

checked both local and online storage for space

connect to wifi/mobile

connect charger

Nothing seems to work. There is no indication of any upload attempt.
