bluetooth turning itself on

I am have a Mac Pro using macosx sierra.  Bluetooth keeps turning itself on.  I have deleted plist files.  I have turned it off in multiple locations.  So, how to I permanently turn bluetooth off?

LCohen, I have the same issues - Have not investigated yet but I reckon it maybe a a feature built-in, on purpose.

It is certainly a security risk if bluetooth is turning on by it self, hence I would not want that to happen - Naturally. 

I have had an interesting experience over the past few years, and have clearly evidence of people / systems remotely hacking our phones and computers - I know Bluetooth, NFC, WIFI, all to be weak spots when it comes to infiltration of networks and end points.

My brand new MacBook Pro, iPhone both have had similar issues - MacBook Pro continues to do so, 80% of the time its turned back on.

If there is any one that can explain why MAC doesn't want to fix this I would also be interested hear their opinion.
