Videos not playable in a shared album?

I created a new shared album. The photos appear and they are viewable. I also see the videos but when you try to view them, it says "download error." I've tried searching to see if anyone has this problem but nothing has come up. I've tried it on wifi, I've tried it on cellular.

I have created shared albums before and shared videos with no trouble. I'm working with an iPhone 7 and have upgraded to ios11.  Does icloud photo sharing only work when you have icloud photo library on?  I've reset and restarted my phone just in case.  But nothing fixes it.

I even tried not uploading everything to the shared album but a short 0:05 video and that still gives the "download error" message. 

Has anyone seen this and if so, what can I do to fix this?
