unable to drag and drop tabs in textedit

Have searched for answers  and only found Apple suggestion to relaunch Finder. Made no difference.

Drag and drop works ok in other applications e.g. moving emails to folders.

Mac mini, OS Sierra version 10.12.6, TextEdit version1.12 (329). Grateful for help. Tks
