Safari favorites disappearing since upgrading d...

I upgraded to iOS 11 last night on my iPad and iPhone. Since doing this, all of my favorites have disappeared twice. The folders are still there, but there are no links in them.

I had a backup, and used it to restore. But clearly something is wrong here. I suspect it's an iCloud setting on one fop the devices, but what could cause this?

Anyone else having this issue?

2 devices are running iOS 11

2 computers running OS 10.11.6

I've disabled Safari in the iCloud prefs on my devices for now.
