i cannot download anything

What is the exact text of the message that you are getting, and is it a debit card that you are trying to use ? If it is a debit card, and if you are getting a 'declined' message, that might be why, not all seem to still be accepted by iTunes, and they might no longer be accepted at all in some countries. Do you have another card that you could try ? Or if this is an existing account and the card details are no longer accepted, try just logging into the account and see if you can remove the card (that would let you download app updates and free items : Change or remove your Apple ID payment information in the iTunes Store - Apple Support (you could also try re-entering the card's details from scratch)

For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you are (and therefore the country which is on your iTunes account).
