Full keyboard navigation cannot be disabled in ...
[iTunes Ver. 12.4.0.119 running on a Windows 10 machine]
I've had this problem for a while now and im really hoping i can get an answer
Because full keyboard navigation is enabled, the controls on the itunes mini player never fade because they're 'selected':
pressing tab cycles through the controls but they still won't fade
it also affects the other mini player
if i try to disable keyboard navigation, it immediately gets re-enabled in the preferences pane
It can be unchecked but as soon as you close the window and open it again it will be checked again, i've noticed some people who have had this same problem and i REALLY hope someone knows whats going on here. I've tried deleting preference files, replacing them with read only dummy files, ive looked all over the internet for a solution to this and cant find anything, its extremely frustrating!
Working here. As soon as I move the mouse away from the mini-player the control fade away. The fact that your choice for that control won't save may indicate a problem with iTunesPrefs.xml. The files is stored at C:\Users\<User>\AppData\Roaming\Apple Computer\iTunes\iTunesPrefs.xml. If you rename the current copy as iTunesPrefs.old and start iTunes then it will recreate the file and you may be able to get your preferences remembered.

Just tried it, didn't work :/ i tried setting both files to read only as well but there was no change.
the big problem here is that i dont think its even saving the preference since it immediately checks the option after it's unchecked and the window has been closed.
Well read-only won't help, since you want the preference file updated. As given in certain cases when the preference file is damaged it doesn't get updated, so certain changes never register. Deleting it so a new one is created sometimes fixes that. The control works for me in that I can change the state and it is saved and preserved between sessions. Perhaps repairing iTunes would help.
In addition I have a script called MediaKeyProcessing which might affect how iTunes responds to your key presses.

I just came here because of the miniplayer problem, turns out I've got the same problem, with one difference: I don't even have the preferences file.
I have no idea where iTunes stores it's preferences, I went through the registry but couldn't find it. which doesn't mean anything.
Fact is, after searching the net it has become clear that uninstalling iTunes in order to clear the preferences is a major chore. Still it's not guaranteed to work, as you don't know exactly what get's stored in the registry.
I'm super frustrated, having wasted hours just to get the song names back in the mini player.
It used to be that resetting preferences by deleting a file called C:\Users\<User>\AppData\Roaming\Apple Computer\iTunesiTunesPrefs.xml would resolve this sort of problem. However a recent build of iTunes changed the way preferences are stored. Here is a list of the items that I noticed changing a few weeks ago each time I updated something in preferences. Can you see each of these three listed folders inside %appdata%\Apple Computer? If not the permissions for the folders might be wrong. You could try deleting them so they are rebuilt as needed, or create them manually if you don't see them.
- C:\Users\<User>\AppData\Roaming\Apple Computer\iTunes\Cookies
- C:\Users\<User>\AppData\Roaming\Apple Computer\Preferences
- C:\Users\<User>\AppData\Roaming\Apple Computer\Preferences\By Host
It may also help to right-click the icon that launches iTunes and use Run as administrator or open it once in safe mode by holding down ctrl+shift as you launch it.
If nothing so far has helped see Fix unexpected quits or launch issues in iTunes for Windows - Apple Support and test behaviour in a new user account.

Thanks for the detailed answer.
I've managed to start in safe mode, as Administrator, resulting in iTunes prompting me to supply the library location or create a new one.
However, even starting a new library in safe mode already had the full keyboard navigation turned on, and removable.
i give up.
But I don't. I need that disabled, since it is claimed as the main reason why I can't bind my SteelSeries APEX 350 media keys to VLC player. :/
7Please anyone to provide some info on the topic. Winx64, Itunes (12.7.0.166). I am missing both:
C:\Users\<User>\AppData\Roaming\Apple Computer\iTunes\Preferences
C:\Users\<User>\AppData\Roaming\Apple Computer\iTunes\Preferences\By Host
