Not sure what you are asking.

However, iOS updates  can still be performed through iTunes this has not changed nor has it been limited in any way or removed..  They have nothing to do with apps.

What exactly is your issue?

the itunes update removed the apps store.

So to update the apps on my iphone and Ipads has to be done on the devices, some of my updates are 1.5GB and I will have to download them 3 times, total 4.5GB.

Apple does not care about low bandwidth and limited data options
