Mail not applying junk mail filtering correctly

My mail is a mess.  I want to totally delete any rules that I might have applied to make it work again.  Junk mail is being placed into inbox, good mail, mail I need, is also directed into junk folder, and when I mark a piece of mail in junk folder as good and move to inbox, it will not remember that that mail is good.  I am continualy clicking that this mail is god, and it does not work.

Would it be best to just totally take all mail settings back to factory defaults?  Clear out everything?  I have even tried using rules to make mail go to inbox, and even that does not work.  Frustrating.  I have 2 email accounts, icloud and msn. I also back up to the cloud.   If I reset everything would I loose saved emails?  Would I just need to "reconnect" my email accounts with computer?  I also have a iPad and iPhone7.  Thanks
