Why is my Iphone 7 not accepted by Icloud?

I downloaded the new 11.0.2 software update on my IP 7.  it won't complete until I open another device and accept the phone . I did what was requested but it just keeps waiting for acceptance. Any suggestions on how to get this phone accepted?
