I need to move my Time Machine Backup to a new ...

I have a drive I was using as my Time Machine, 3TB WD Passport Ultra.  It has a problem and is still readable, but will not run as a Time Machine backup.  I ran FirstAid from the Recovery, and it still would not fix.  Following the instruction, Formated the new WD Passport 4TB drive, but did not see an OFF/ON slide for Time Machine in Sierra v10.12.6.  I was also not asked for a password or ID.  The transfer failed about 3 hour in and said that a file was in use and could not continue.  How do I procedure in transferring the Backup files to the new drive?

MacBook Pro (15-inch, 2016), 2.9GHz i7, 16GB Memory

macOS Sierra version 10.12.6

WD Passport Ultra 3TB  (failing drive)  USB

WD My Passport 4TB (new drive) USB

HyperDrive Thunderbolt 3 USB-C Hub

Turn Time Machine off in the Time Machine preferences panel. Be sure to partition and format the new Time Machine backup drive using GUID and Mac OS Extended, Journaled. Connect both the old and new drives to your computer (not as Time Machine drives) and clone the old drive to the new drive using Disk Utility.

Clone using Disk Utility

  1. Open Disk Utility in the Utilities' folder.
  2. Select the destination volume from the left side list.
  3. Select Restore from the Edit menu of Disk Utility. A panel will drop down.
  4. Select the source volume from the drop down menu in the panel.
  5. Double-check you got it right, then click on the Restore button.

Destination means new backup drive. Source means the old backup drive.

Drive Partition and Format

  1. Open Disk Utility in the Utilities' folder.
  2. After Disk Utility loads select the drive (out-dented entry with the mfgr.'s ID and size) from the side list.
  3. Click on the Erase tab in the Disk Utility toolbar. A panel should drop down.
  4. In the drop down panel set the partition scheme to GUID. Set the Format type to Mac OS Extended (Journaled.)
  5. Click on the Apply button and click on the Done button when it is activated.
  6. Quit Disk Utility.

I erased the drive, again, and opened the Time Machine from the System Preferences.  There are no disks indicated in Time Machine and it says "Select Backup Disk".  Nothing has a check mark, but there is not a slide button to turn the Time Machine ON or OFF.

The new drive is a 4TB drive and is formatted with the MacOS Extended (Journaled), and is Untitled.

I opened Disk Utility, selected the Untitled drive, and used the Edit to select Restore, and in the Drop down menu selected the old drive.  The process started, and the ended failed with a previous line that said the resource was busy.
