AppleCare Eligible but cannot buy

Hello,

 

I purchased my laptop from USA and currently using it in Sri Lanka. I need to add AppleCare to my laptop. And I checked support coverage.

It is shown here that I am Eligible, However, the option to buy is unavailable here(and also unavailable in my apple account.

What could be the reason for this ?
