iTunes Wifi Sync Problem?!?!

Hi! I'm having a problem with my iTunes wifi sync and it's very frustrating!

I can connect my iPhone 6s using my cable but the problem is this cable doesn't work well anymore (loose thread).

I already enabled iTunes wifi sync from my iTunes in Windows 8.1 and I'm sure that this iTunes is pretty well updated.

Now, it sometimes works. Take note "sometimes". But most of the time, it doesn't. I already tried everything that I had searched from the internet even restarting these devices altogether and nothing worked for me.

So I found the culprit. I realised that my laptop and my iPhone does not have the same IP Address whilst being connected to the same wifi network. I'm using my ASUS phone as my pocket wifi for my laptop and iPhone. But the crazy thing is they don't get the same IP address which frustrates me so much.

Is this my ASUS phone's problem? If it is then why am I able to connect sometimes? I never changed any settings from my ASUS phone ever since I bought this iPhone 6s. I also seldom use this ASUS phone because it only serves as an emergency phone and pocket wifi for me. 

Does this have to do with the IP address? Do they really need to have the same IP address? If they do, then how can I fix this? This frustrates me so much. Anyone who has experienced this problem and found a solution? Thanks!
