Encrypted Disk Image on iCloud

I created an encrypted disk image in iCloud drive using the Mac file utility and added several files. It seemed to work as expected -requiring password to access.

I tried the iCloud browser interface and it showed the "folder" as a .dmg and would not allow any access.

I used the Files App on my iPhone 6 and it would not open although it downloaded. I then deleted the image/folder from iCloud using the iPhone App. However, when I looked under "Recently Deleted" in the App I was able to open it and all the files were visible without a password! When I attempted to open a specific file it told me it was deleted but if I held on it I could recover it. I did that with a PDF and it moved it to the top level of the iCloud drive where I could access it without security from any iCloud interface.

Am I doing something wrong or is there a bug?
