What if I want to keep certain photos on my dev...

I have over 9000 photos on my iPhone, iPad and Mac . I purchased 1 TB of cloud storage.how can I store some photos on  my cloud but not on my devices ? If I delete photos from the all Photos folder will the same photo in a named folder or shared folder also be deleted ? How do make sure that I don’t delete pictures permanently?
