why does the older iCloud shows up when I want ...

I'm using a second hand iPhone 6+ and the previous user signed out her iCloud account but it keeps showing up when I want tu update my apps in Apple Store

If the previous user did not restore the device back to factory settings after signing out, then that can also be a problem. Simply signing out of iCloud won't do the trick. I suggest doing this: Restore your iPhone, iPad, or iPod to factory settings - Apple Support and then set the phone up with your own Apple ID/iCloud account and you should be good to go.
