How is that I still make a payment $130 to a app that I don't use anymore . I already deleted off but it's still taking $130 out from Apple Pay.

This is a user to user support forum. Nobody here has access to your account. Potentially if you had subscribed, albeit unwittingly, to some premium rate service then it might continue to collect from you if you hadn't cancelled the subscription correctly. Removing the app doesn't do that. Try If you see "itunes.com/bill" or an unfamiliar charge on your bank, credit card, or debit statement - Apple Support and contact Apple Support for assistance if required.
