After updating iTunes to version 12.7 I got the notice that books, apps and ringtones will no longer be managed in iTunes.  After this update, iTunes did not remove the Mobile Applications or Books folders.  Is it safe for me to remove these folders or do I need to run a manual process in iTunes to do this safely?  Please advise.

You can delete them, but should an app be removed from the App Store, you would no longer be able to reinstall it if you delete it, if you also deleted your local copy from the PC.
