Cannot install High Sierra beta

I have a Mac Mini with fusion drive. I have created a bootable usb drive with the latest beta of High Sierra. When I use this drive to boot into the installer, the next step is to go to Disk Utility to format Macintosh HD to APFS prior to installing HS. My problem is that Disk Utility fails when trying to unmount Macintosh HD, and will not go any further. If I try to install HS without converting the drive to APFS, that install fails as well. Has this problem been seen before?
